Write a Cookie Banner Brief Before Styling the Buttons

A design team should not decide your consent policy from a wireframe. Give it an approved list of technologies, purposes, regions, and choices first. The interface can then explain real behavior instead of masking an unfinished policy.
Supply the consent model
Identify what runs before a choice, what waits for permission, and what is strictly necessary under the client's policy. Map each category to actual scripts and owners. State whether rules vary by location, account state, or service.
Make the first choice understandable
Use plain labels. Acceptance and refusal should be easy to find and should not rely on misleading color, placement, or extra steps. Link to details for people who want them without forcing everyone through a settings panel.
Design preference management
People need a stable way to reopen choices and withdraw consent. Define what changes immediately, which stored identifiers remain for technical reasons, and whether a refresh is required. Record the policy version and consent state without collecting unrelated information.
Test behavior behind the banner
Legal and privacy owners approve the policy. The outsourced team implements the approved behavior and supplies evidence from the built site.
