Research question
What evidence supports a reviewable claim that tabular information remains understandable and operable at narrow widths and high zoom?
Methodology and scope
We performed a qualitative synthesis of WCAG 2.2, WAI table tutorials, the HTML specification, and United States government design guidance. We mapped the material to four review areas: structure, visual reflow, interactive controls, and changed states. The scope is data tables used in websites and web applications. It excludes spreadsheet applications and print-only reports.
Evidence synthesis
HTML provides table elements that convey captions, header cells, and row or column relationships. WAI tutorials show how structure and header associations vary with simple and irregular tables. WCAG 2.2 addresses information and relationships, reflow, keyboard operation, focus, and status messages. These requirements do not prescribe one responsive layout.
Government design-system guidance treats responsive behavior as a design choice informed by content. Horizontal scrolling can preserve a table's two-dimensional structure, while other patterns may prioritize or transform fields. Each choice has costs. Hidden columns can remove facts people need, and card conversion can obscure comparisons across rows.
Practical interpretation
Inference: the acceptance unit should be a representative dataset and task, not an empty component. Include long labels, missing values, repeated values, sortable columns, row actions, and enough rows to trigger pagination or virtualization where used. At 400 CSS pixels and at zoom, confirm that content does not become unreachable and that any two-dimensional scrolling is contained and understandable.
Inspect the accessibility tree or equivalent output for captions and header relationships. Operate sorting, filtering, selection, and pagination without a pointer. Record where focus moves and how updates are announced. Repeat the review with narrow and wide viewports because a correct mobile pattern does not prove the desktop header associations.
Inference limits and limitations
The reviewed sources do not establish that cards, scrolling, column priority, or another pattern is always best. Data density, comparison tasks, user research, browser support, and assistive technology affect the decision. Automated rules can detect some missing semantics but cannot establish comprehension or task success. This synthesis is not a usability study or conformance certification.
